Yes! All fresh candidates with an age limit from 21 to 32 years can apply for the special CSS exam.
Government employees with two years of service (regular or contract) are eligible for up to 34 years. Employees of autonomous organizations are not eligible
A big Yes for you. Rather it is highly recommended that you must apply for this exam as you already preparing for same. what you have to do is that you have to sit an extra time and its chance will also not be counted. so it will be a lottery.
As far as Punjab is concerned, all the seats are already filled except for minorities. Therefore only NON-MUSLIMS (Christians, Hindus, Sikhs etc.) living in Punjab are eligible to apply for these seats.
